Human Trafficking Specialty License Plate Design Contest

Overview

As authorized by House Bill 2633 (87th Legislature, Regular Session), the Health and Human Services Commission (HHSC) is working with the Texas Department of Motor Vehicles (TxDMV) to create a “Stop Human Trafficking” specialty license plate. Proceeds from sales of the license plate will be used to help youth survivors of human trafficking. Deadline for contest submissions is April 30, 2022.

Contest Rules

Designs must be original work and will be checked for copyright infringement.
Each design must be submitted on the TxDMV specialty license plate template. The template indicates the area the designer may use when designing the plate. The TxDMV Specialty License Plate Agreement must be completed and returned along with the design of the plate. This will grant TxDMV the authority to use the intellectual property of the artwork for the plate. To request the TxDMV specialty license plate template and the TxDMV Specialty License Plate Agreement, email human_trafficking@hhs.texas.gov and include “REQUEST TXDMV FORMS” in the subject line.

The license plate design must not include shocking or disturbing images to depict human trafficking. Such images promote myths and misconceptions about this crime that can re-traumatize survivors. The license plate design must include the following website at the bottom:
iWatchTX.org

The graphic file must be provided as follows:
● E-file using Adobe Photoshop CS6 version software in .psd format.
● Vector or Raster graphic. (Vector graphic is preferred.)
● Fully-layered version, not flattened.
Submit the following items to human_trafficking@hhs.texas.gov:
● Your full name, email address, and phone number
● Name of your organization, if applicable
● Your license plate design on the TxDMV specialty license plate design template
● Signed TxDMV Specialty License Plate Agreement
Emails larger than 20 MB cannot be accepted by the HHSC email system.
Deadline for submissions is April 30, 2022.

Design Judging Process
License plate designs will be judged by HHSC in conjunction with organizations involved in the support and recovery of human trafficking victims. Only one winning design will be selected.
Winning Design Announcement
The winning design will be announced in summer 2022. The contest winner will be notified via the contact information provided at submission.
